How to properly fill a void under concrete footer

I found an iguana hole under our brand new pool cage footer. It is 12"×12" concrete poured on ground to support the screen cage.
I'd like to know the best way to fill the void so that the concrete will be supported. I was thinking of pulling out all the loose soil and pouring concrete in the hole. But that doesn't seem like it would be providing much support. Although the new concrete may be touching the underside of the footer, it won't be bearing any of the weight.
I know there are spray foam products that will lift a slab as they expand but that sounds like a good way to damage the footer.
Any insight from some foundation experts would be much appreciated.
