Looks like a Oncidium type orchid. Some get black spots and are normal. Your plant seems very dry and probably could use more moisture, however that wouldn't be the cause of the black spots.

The name of your plant would help as would a better photo.

Thanks Jane. This was at the nursery but I believe it is a zygopetalum.

I wouldn't worry about it. You could try a fungcide or Physan if you bought it. Doesn't look like rot but could be bacterial or fungal.
