What in the world is this?!

For a while I thought I had fertilizer damage on the leaves of some of my house plants but I noticed similar issues with a brand new plant so now I'm thinking this is some sort of disease or pest. I'd really appreciate if anyone could help identify my issue and any potential solutions.
