Garage Epoxy - Hand vs. Power wash

My garage is stained and in very bad shape. See pic attached. In order to prepare it for Epoxy, my contractor plans to wash it using a brush; instead of a power wash machine, as he is concerned about afecting the paint on the walls, which he just painted. Do you think that it can be properly cleaned by hand? Thank you for your help.

I have power washed the garage floor and it splatters on the walls wetting the sheetrock causing it to crumble.

For it to be done right. It needs to be cleaned for sure but if you have oil stains you need to draw it out with a pulpice type product or emulsifier just cleaning wont do that. Then It needs to be grinded. If oil ist removed you will have failure for sure
