Not normally a winter blooming plant - it is Lysimachia punctata. But it does not surprise me that it is still flowering this late. It has been remarkably mild so far.......I still have nasturtiums flowering!

@gardengal48 (PNW Z8/9) thanks! Had to look that up - Loosestrife! Says can be invasive… I wonder if this plant is a ”volunteer” since it’s the only one in that public location and not the usual kind of plant they have there. I wondered about it for my yard since I plant for the many hummingbirds who visit me. I guess not though since it’s not generally a winter bloomer.

Watch out for common names!! The loosestrife that is of primary concern is an entirely different plant, Lythrum salicaria. Lysimachia punctata can spread rather aggressively when happily sited and can self seed but it is not considered an invasive species under the accepted definition.
