Insulating Converted Garage Drop Ceiling

I am converting my detatched garage in Northern Wisconsin into a home office. The garage, of course, is totally uninsulated. I plan to install a drop tile ceiling and need advice on how to lay the insulation. I need R49+ and planned to use batt insulation. The joists are 24 inch OC. I don't want to lay the insulation on the ceiling tiles or the ceiling cross ties. One idea is to lay 1x4s perpendicular to the joists to support the insulation while inserting most of the material into the cavity between the joists. However, the batt lengths are only 48 inches, so I am not sure if this is a good idea.

I would appreciate your suggestions on how to accomplish this part of the insulation task. Thanks in advance.
