I hope some Pros chime in here but in the meantime . . . yes, the second floor looks wonky. I think if you focus on landscaping the front of the house, and maybe either paint or replace the front door, the 2nd story windows will be much less noticeable. As always, I'd start with a tree (or three) and shrubs. Dress up the entryway and it will look great. Congrats on your lovely new home.

Would you consider opening up the front porch? I think returning the front porch will transform the structure.

This is what is known as an American Foursquare. The front part on the lower level was probably originally a porch which was enclosed. This is the picture of a typical one from the Wikipedia page:

If the inside space is valuable and you don't want to change it back to a porch you could add a small covered front porch in front of the door - at least 6' square. Or a porch that covered the front door and goes all the way across or to one corner. I think the front windows on the first floor which are all one pane are odd looking. It looks like the opening would fit two double-hung windows if you're interested in having operable windows there.

So as with everything, it depends upon your budget. I bet they removed a lot of old overgrown plants before putting the house up for sale because there's nothing there. Landscaping would certainly help.

I'd remove the undersized shutters, paint the front door a cheery color, and focus the rest of your year-one investment on landscaping. Larger beds, more substantial plantings, curving down along the walkway...

Change all upper single windows to double windows this way 2 side windows will go with picture windows below and center window make it line up with dormer and the door below and that will improve the entire front, not to mention with the siding you have it's very easy to take it off and re-install you will not need additional siding.
