Are the seams still visible through the paint? If so, here's my method, though it does not seem to be very popular on GardenWeb, it has never failed me and It has been much easier for me than using a steamer.

Most wallpaper I have seen are made of two layers; the top decorative layer made of vinyl or higher grade paper, and the backer layer which is porous and will absorb water very easily.

Starting at a corner or one of the seams, at the top or bottom of the wall, gently pry off the top layer with your nail or the tip of a knife, to separate the two layers. The top layer should peel right off like the skin off a banana.

Once the second layer of paper is exposed, fill a spray bottle with lukewarm water and a dash of dish soap. Spray the paper until it is saturated, and keep it saturated. After about 10 minutes, take a putty knife and start scraping. If the walls were properly prepped, the paper should peel right off with minimal effort.

Skip the gizmos that scuffs or cuts the top layer, I find that because they only partially pierce the top layer, they only marginally help water penetrate down to the bottom layer.

Once the wallpaper is removed, the key is to remove ALL the glue from the walls. If you can get someone to wash the walls with soap and water as you go before they have a chance to dry, that's the best situation. Then rinse with clear water, changing your rag often, and you should be ready to prime and paint, or apply new wallpaper.
