larkspur seed question

Larspurs do self-sow in my garden, but because I love them so much I always sow them by hand, too. My question is that the package says to cover them, as darkness is needed for germination. But if that's the case, then how do they self sow, since presumably the seeds just fall to the ground and don't get covered? I have actually wondered this about a lot of flower varieties - for example, they say to cover cosmos seeds, but since they self-sow, do they actually need to be covered?
