Was it snow? I'm not sure that junipers will regrow, I'd trim back a big and then tie them in where you want them.

I'm going to take a wild guess and assume the OP is in San Mateo, CA. If so, snowloads are a non-issue :-) I would wonder if the tree receives regular irrigation and how much direct sun it gets. Junipers do best with full, uninterrupted sun, lean but well drained soil and only enough irrigation to get them established. If you shortcut on those, it is possible to generate more lush, flexible growth than the tree is able to hold upright.

You could try some light trimming but junipers will not regenerate green growth from bare wood so I wouldn't prune back very hard. Tying up the floppy branches may be your best approach.

Plants shown are Italian cypresses. The one with the neighbor's Ligustrum lucidum hanging over it would enjoy having that other plant cut back away from it, so it gets full light exposure.
