Wobbly sub base layer for artificial turf?

Hi folks:
Want to ask what would be the recommended base layer for artificial turf?
Our yard is filled with 12" of 5/8 clean gravel and compacted on the top. We tried to install artificial turf on it, but it feels very wobbly and uncomfortable, so we had to put the installation on hold :(. Our goal is to make turf comfortable and step on like regular soccer field turf. Wonder how we can fix this?
