no plant stops growing at some magical height ....

the key is the annual growth rate.. as to how fast is gets to a certain height ... e.g. if it grows a foot a year.. it will exceed 5 feet in about 5 years ... if it grows 6 inches.. 10 years ...

but the key with shrubs.. is they can usually be heavily pruned.. to keep them within the size you might wish ....

shade will not kill most things.. it simply reduces vigor ... if it gets to dark.. which may reduce annual growth.. but it might also make them wispy instead of thick and full

i see sunlight in your pic.. so its not 100 % shade ... and with no tree cover over the asphalt.. i suspect there is actually a good amount of light ... even if not direct ... tell us what you grow in those pots.. and we might be able to intuit light levels ....

just dont plant a burning bush.. they are a nightmare ...

You have LOTS to choose from - Otto Luyken laurel, yews, Euonymus japonicus, Euonymus fortunei 'Emerald Gaiety', mountain laurel, rhododendrons, Lonicera nitida, Japanese holly, Aucuba japonica, Pieris japonica.....etc., etc. And as noted, all can be easily maintained to the size you prefer with pruning.

btw, burning bush is neither evergreen nor a shade lover :-)

The picture looks like lots of light as the trees are bare. Once the leaf up it is all shade. What grows well there is hostas.

Thanks @gardengal48 Which of those mentioned could be pruned to a hedge wall? Want it to look neat and also keep leaves out of our yard

The Otto Luyken, yews or Japanese holly will take hedging/manicuring the best. The lonicera will also tolerate it well but IMO, it ruins the look.

The Otto Luyken laurel will also put on bulk and grow faster than the others. Skip laurel is a viable alternative but gets larger than OL.
