Yes, I think it would make a great dining room. I would look at getting decorative modular wall panels to put behind the bookcases and run them up to the beam, they are typically made from pvc and laser-cut. All kinds of designs and stiles. Can’t really comment about painting the fireplace and or bookcases. It would depend on what style you are going for.
