Meyer lemon disease? (help with diagnosis)

So, I still seem to be dealing with an issue with my Meyer Lemon tree and I can't figure out exactly what it is. I'm in Ontario, Canada and the tree is in front of a south west/east facing window.


A lot of older leaves have diffuse clustered brown bumps all over their underside (not following a specific pattern along veins) with related yellow discolouration/increased translucency on the leaf when looking from above. Some of the newer leaves also have discrete lesions that look the same (but less diffuse).


I've attached some photos here of some of the older leaves, which I've removed, and a newer leaf on the tree.












So far I've tried Safer's End-All and GreenEarth Bordo Copper Spray (that's the white you see on the leaves).


Any ideas on what this could be or what I can do to prevent it in the future? I feel like I'm at a loss, and I really appreciate all the info I've received by lurking on this forum for a while :) Thanks everyone!
