I'd paint the ceiling before.

9' is a generous height for a basement ceiling, paint it whatever color that suites your style.

Agree with @Lyn Nielson to first paint the ceiling, then install the drywall.

A couple additional thoughts:

A) Consider the square footage of joists etc. that will require paint. Even if you’re DIYing the paint it’s going to require additional gallons of primer and paint. Apply this against cost to finish the ceiling.

B) Drywall dust will get everywhere while sanding. Cleaning it from new paint won’t be enjoyable.

Do it once, do it right. I spent 5 winters finishing our basement and have no regrets about the time because there are no compromises in the finished result.

IMO an unfinished basement ceiling is a lot more upkeep than if it was finished . Dropped ceilings are easy to install and not horribly expensive and sure look a lot better and evne though the spiders are up there at least you do not deal with them every day.As for the question the ideal is you spry the ceiling before installing drywall or you will be painting over your head for days. BTW you cover the ceiling whiie drywalling .

I'm leaning more to ceiling tiles now.

What would be the best sizes of ceiling tiles should we consider for the basement?

There will be a storage area, bathroom, bedroom, and L shaped open area for tv area w/sectional & coffee table, kitchenette, table for games and still another area for an additional sitting area w/sofa.

Also, which companies should we consider for quality, price, and something plain to make the basement feel open, bright, and not cluttered?

You haven‘t mentioned if your basement is going to be finished DIY or by a contractor. In either instance IF you proceed with a finished ceiling, drywall for a ceiling goes up before the drywall on the walls. Suspended ceiling installs after walls are finished. It’s a debate as to what’s best in a basement - I prefer drywall because it makes the space look more finished in my opinion. Black painted rafters hide everything and I’ve been in upcale locations that use them. So, it’s a personal preference.

In any event, create a plan first. Determine utility and lighting placement and design around permanent features of the house. I marked everything on the floor with masking tape in order to ”live” the space. And I do reside in northern IL.
