When to prune a Honeysuckle

We live at 7700 feet and have a honeysuckle hedge. Several years ago a landscaping company reduced the overall height by pruning it down a foot or so. I want to do that again this year and I cannot remember clearly if that did that before it came back out, or after it bloomed. I'd rather do it now, before it leaves out. I seem to remember they did it early so new growth would emerge. Does anyone here know - can I prune it back before it comes out? Thanks.

honeysuckle is a common name for a couple different shrubs.. a good place to start would be in IDing your plant so we can give good advice .. how about a pic?

at least tell us if you are talking about the shrub or the vine ...

your elevation tells us nothing.. how about a big city name ... it might be important to the timing issue ... is the plant still fully dormant/?

Sorry if I was being obscure with information. I do not know the specific species. It is a shrub. I live in Gunnison, Colorado, about 200 miles southwest of Denver. It is still fully dormant.
