A great deal of fragrance is dependent on soil types and minerals available to the plant. There is a lot of information about roses that prefer different types of soil and amounts of water which then affects whether the fragrance is strong or mild. If you have a rose in your garden that you are not satisfied with the scent, it may be worth experimenting a bit to see if you can improve it by soil amendments!

Joey is right. My 11th-year own-root Golden Celebration is very fragrant if the soil is alkaline (above neutral pH), but loses its scent with tons of acidic rain in loamy soil spot that leaches out minerals. I moved it to dense clay, and it's always fragrant.

Rain here is acidic at pH 5. If you have DENSE clay like mine, the scent is retained despite tons of rain. I get the best scent from Golden Celebration when I topped it with DENSE horse manure at pH 8. It's scent becomes YUMMY, like lemon-cupcakes, most addictive among my 140+ fragrant own-root roses.

Roses that are grown in DENSE potting soil & well-fertilized have more scent that roses grown in sandy/loamy soil. I could smell pink Knock-outs 3 feet away at Lowe's in the pots (with dense potting soil & well-fertilized), and my Knock-outs in dense & fertile clay also had wonderful scent in humidity.

Chicago Botanical Garden has loamy soil and I could not smell anything from Gertrude Jekyll nor other roses famous for their scents. In contrast, THE SAME roses smell fantastic at Cantigny rose park nearby (with alkaline clay like mine). Below is my Golden Celebration in only 4 hours of sun, it's an 11th-year own-root:

In the below bouquet, Golden Celebration has the best scent, like freshly baked lemon cupcakes. It's better than eating cupcakes since it has zero calories.

I ended up deciding to keep my own root Golden Celebration in a pot, so that I could keep it scented and happy. We usually have acid soil and lots of rain, so my pot is under the eves.
