The act of pruning alone (intentional or not) will trigger those dormant buds below the cut/break.

A photo of where exactly the break is would help us see if any other pruning would help.

That said, make sure any torn or ripped off breaks are cut clean and not left ragged- they'll heal better with less chance of infection moving in.

Very few trees of any species will regrow limbs or branches from the same spot on the trunk where they were removed, ether intentionally or accidentally. Trees just don't grow that way :-)

tree time is counted in decades.. your tree will be fine.. if you have the patience to give it 3 to 5 years to 'get over it'...

when the tree is 10... 20.. 30 feet tall ... loss of these few tiny branches will not be important ....

if you dont have the patience ...... just get rid of it.. and get another and protect it from the evil one ...

Ken, it is already a 9 feet tall tree. The one side of its body has 2/3 branches removed in a line as they were used as "stairs" to climb. It has nothing to do with patience. Just me trying to give it a better recovery strategy.
