I love columnar oaks :). If you’d like some evergreen screening from your neighbors, you might consider a grouping of three columnar evergreens such as Blue Arrow or Taylor Junipers in the widest area in front of the oaks. I would add other lower growing evergreens as well to create a “skeleton” of winter interest. Then add other grasses or shrubs that have three-season interest in your area. I live in zone 5 and some I’ve chosen are Karl Foerster Feather Reed Grass and Tiny Wine Ninebark.
