What kind of ornamental grass? It could make a difference.

I’m not 100% certain (it was here when we moved in 3.5 years ago) but I believe it is maiden grass.

Dividing and transplanting can be a shock to the system so not entirely out of order for those to be a bit late in their appearance. Miscanthus is a warm season grass so it should get going again as soon as the temperatures stay warm, especially at night.

never fert a recent transplant... its stressed.. not hungry ...

Grasses don't really start growing until it gets hot consistently- mine are just beginning to get going a bit now and I'm a whole zone warmer.

Agree with above. In Zone 5, you might need to wait for the soil to hit 60F before you get any growth. The undivided ones may be warmer.
