you may want to scratch the bark on the trunk just enough to see if there's any green underneath. Alternatively you can break off one of the smaller twigs to if the center is still green. Some trees are slow. I bought two persimmons as a bare-root. One has leafed out with 6-inch branches up and down and the other only has little buds but still no leaf. Granted they are planted at different sites but being in the same SoCA clime one would think they shouldn't be so differently timed but apparently they have different parameters as to when to burst forth.
