Nobody has rose with buds like this?

Does it look diseased to you or could it be natural coloring?

It looks perfectly healthy to me, @librarian_gardner_8b_pnw

I have Banshee here in Michigan -- I know what you mean about the flower bud covering. To me, it is sort of like the small "glands" that cover a moss rose bud. I know they aren't called "glands", but at the moment, the correct word escapes me. Anyway, to me that's just what Banshee looks like before its glorious show.

And here are the first ever blooms of this rose at various stages of opening. Little bees have been visiting it all day. Some sawfly damage, I just ignore that.

I agree about the pretty color of the closed buds. I don't have any roses that do that, but I've always liked it when I've seen it in pictures.

They do look like they have a more muted form of the glands on moss rose buds - here is a link explaining that - maybe this rose is related?

Thank you Jacqueline for posting that link. What a diverse group!

The first bloom of the season on the mysterious "High Country Banshee". A beauty.

I don't know what that rose is, but its not even remotely related to what we commonly refer to as "Banshee" (of commerce). This appears to be an Alba/Damask of some sort.
