It is unclear from your post what sort of area you are talking about and what you are wanting to achieve with your cover crops. Cover crops are usually either killed off by the weather or cut down and tilled into the land so you can plant something else. They are used to protect the soil, inhibit weeds and are then sacrificed to add nutrients and organic matter. It is not usually expected that they will be permanent reseeders.

What is your understanding of a ’cover crop’ and what are your goals? Any chance of photos?

I'm not sure what is going on either. You are tilling before seeding, but no till cover crops? Are you mowing them down in a chop and drop to let them decompose on the surface before tilling in the spring again? Or trying to get the area to grow in with just those cover crops? Most of those cover crops don't really competete well with weeds or grass, and won't take over a weedy area very well. Cover crops perform much better to cover an already cleared area.

Are you trying to break up a hard lot, or work up a feed lot or deer run? Maybe growing a compost harvest? You still need to clear much of the weeds as you can before sowing in seed, and be prepared that there is still plenty of weed seed left you will need to cull out. During the spring and into the summer, you will still need to water it if you aren't getting consistant rain. Also keep in mind if you are doing this that critters are against you- field mice and such like to eat a lot of those seeds, and many birds like to pick at some of them too.
