To me, this does not appear to be slugs. Your leaves will get lacy looking if the problem isbad enough. I have a couple that look thiswaythis way. I think maybe while the leaves were unfolding,either they got stepped on by something, squirrels who like to dig around the base of the hosta sometimes, or my outdoor cats or myself by accident. Or the holes are so symmetrical as if as when the leaf was unfurling something pierced the leaf, such as a twig. The slits I aam not sure about……don’t think that’s slugs either.

note its the oldest leaves ... meaning this happened when only those leaves were unfurled ...

the smaller one.. looks like it was stepped on.. when in late pip stage.. just before it unfurled.. anyone ever mention to you.. to stay out of your garden in late inter.. lol ...

the only alternative this early int eh year.. in your zone.. might be cutworm ... it really is too cold and early for slugs.. WHEN THIS DAMAGE OCCURRED ... maybe a month ago ... damage doesnt brown fast.. when its just freakin cold out there.. so you dont notice it ....

Agree with all of the above. Your plants look like Undulata Albomarginata in the first pic and Undulata in the 2nd pic.

If not hail or stepped on falling dead fall, sticks from trees above is what does it at my house....
