I agree. The canes looked healthy enough and they tried to put out some leaves but the canes were too cold damaged. You need to prune down to healthy leaves, even if it means cutting them basically to the ground. I always to a second round of pruning about this time of year to trim out the canes that I thought were healthy but really weren't.

I had the same problem with a rose this year, it looked like it had some surviving cane, but when it was time to leaf it out became apparent that those canes couldn't support anything. Off they went.

Same problem here! I've been doing what nippstress and the others do, going back over my roses and trimming canes that look like that.

Is there any way to tell prior to the leaves growing? Or is that really the indicator?

It might be the best indicator.
