Perennials Clematis

Clematis not blooming and developing well.

I have Clematis planted in Full sun in two locations and it continues to bloom only a bit at the start of season and then it burns out. The soil is good, the pachysandra next to one of them is fully thriving, same soil/conditions. Is this just a water issue?

It depends entirely on the specific type of clematis as to how long the bloom period is. None bloom all summer long. Usually it is only a few weeks at most, with possibly a later but lighter rebloom for some cultivars.

It also has burning around the edges of some leaves. Is this clear evidence it needs more water?
