You don't mention where you live, so its difficult to say if this is the result of freeze damage or not. Its a possibility.

That said, what I see here makes me think either virus (Rose Rosette Disease or Rose Spring Dwarf) or exposure to an herbicide (Roundup). Have you used Roundup anywhere in the vicinity?

Hi Paul I reside in the UK in the garden of England it can't be RRD because wehave never had any cases of RRD here and no I haven't used any roundup or anything else as I groe organic but thank you my friend
