Handrail design

This work is impressive and splendid, but I have a design question: Should the steps leading to the pool have a handrail? the building code in Texas does not require it?, even though the floor in this area is slate (generally outdoors this material is a bit slippery).

    The general rule is handrails are required with a elevation change of greater than 32”. In this case the change was less than that. You are correct on potential slippage. The treads are 16” deep and the homeowners chose not to add the rail. City inspectors and locate HOA approved all work for this scope.
