Sorry the image quality is poor, its looks like if you click on them it improves.

To me that looks like Basil Downy Mildew. One reason you are having problems will be that your plants are overcrowded. You are also trying to grow sage and basil together They require different conditions and need far more space than you have given them. And are you trying to grow the indoors?

@floral_uk z.8/9 SW UK I removed all heavily infected plants and pulled leaves that were on otherwise healthy plants, so they should have more space now. I also moved the sage into its own pot and put it outside. I don’t mind putting the herbs outside, I just seem to have horrible luck with keeping them alive outside, especially with the heat wave, I don’t think they will survive.

Mediterranean herbs - rosemary, sage, thyme, oregano - love heat! So does basil. As long as they receive enough water, they will thrive outside.

I'd want a better draining, less moisture retentive soil for the perennial herbs but the basil should be happy in the potting soil. I prefer to grow my basil in a container (but only outdoors) because I can then maximize both the sun and heat it receives. Like floral, my summers are a tad cool ;-)

Cilantro would prefer to be grown outdoors as well. It is also a very fast growing annual, so indoor conditions may be stressing it sufficiently to stimulate flowering, after which it will set seed and die.

Unless you live where the listed herbs are not winter hardy and you need to bring them indoors - temporarily - to winter over, I can't think of any herb that will grow happily indoors. They are just not good houseplants.

A bit late to this, but the damage on the basil leaves looks a lot like that of sucking insects like leafhoppers and thrips - or maybe even spider mites...?
