Google alterations in your vicinity and first ask if it can be altered in time (never mind if even possible).

The dress is cut to fit off the shoulder, you cannot just move up the sleeves. You could add wide straps in shirred chiffon that matches the dark background of the sheer fabric.

I am an experienced sewer; I agree with apple_pie. How about a cute black or tan shawl or shrug to go with it if you want coverage.

Someitmes is is just the way that the wearer chooses to wear it and the bodice may actually be able to be worn over the shoulders. I am assuming that you actually have the dress in your hands. It is hard to tell anything from that small picture.

apple pie has the best answer. You would probably have to add some fabric to the neckline of the bodice and make a gathered yoke.

Sometimes you can pull up the elastic to bring it up, but not too much until you run into problems with the armscye depth. And the elastic is likely sewn on and not adjustable.

Your hopes of altering in short order are pretty slim and best that you look for a cover up or choose a different dress.
