It would all depend on your decor style. White seems more formal and the navy more casual.

All white gloss below chair rail and matte navy above.

I am with Rhonda but only if you have the furniture to pull it off. IMO high gloss works best with very contempoary furniture and I lke that juxtaposition of traditonal trim and contemporary furniture

Yes, my understanding is gloss on chair rail and entire wall with wainscoting below the chair rail. Matte paint above chair rail to ceiling.
