You mean like shrubs? Random shrubs?

That does look like an accident waiting to happen. Put some kind or railing/fencing up or anchored tall planter boxes. Bushes will break a fall, but sure will scratch or cut someone up. Fencing is useful by a pool. You can hang the towel over it to keep dry until your done swimming, and you can hang the floats on it so they don't blow around.

If that's more than a 30" drop, it may be required to have a guardrail. I'd be thinking about steps or terracing, depending on your goals, to make the surrounding space more accessible.

Yes a guardrail but I'd also take the opportunity to grow some shrubs for interest, greenery, and privacy. Please, not a row of arbs.

Not random shrubs, pretty ones chosen for your location, which is not mentioned. As far as I can tell, you can't use that area for much, so rather than mow, you should fill it in with low-maintenance greenery. Keep a path if you need it.

For privacy, looks, and safety, I’d install nice trellises or some other sort of decorative screening along the entire concrete pad on that side. Grow vines on it (or leave plain) then decide how to deal with the slope behind it … groundcover, shrubs, etc.

It would be a nice backdrop for seating areas and such, too.

I’d build a deck level with the concrete to fill that area, with planters against the fence. You could add the privacy panels just this side of the fence
