Yeah, not RRD as far as I know. I wouldn't worry. :)

Your last several pictures do look just like normal new growth. If that rose was in my garden, the first few pictures would make me wonder if deer or someone else had been nibbling on it.

Not RRD, IMHO.

I know that my partner sprayed some poison oak in another part of our yard (quite a distance away from this rose). I am not sure what herbicide he used, it may have been Round Up. Could that make the buds deformed like that? The other Bliss rose planted a few feet from this one is healthy and normal with normal blooms. It is hard to capture the strange growth in a picture, I will try to get some better pics of it today. Thank you everyone for your responses! I was very worried it might be the dreaded RRV.

@Meg-zone8aOR Any herbicide used within fifty feet of roses - unless the air is perfectly still - can cause damage, and yes, it looks like that

Thank you, Paul, I think you've solved this mystery for me. Is there anything that I can do at this point to help my rose recover from the herbicide damage?

Not that I know of. Ive had some roses that have never recovered and eventually died, but yours looks like it only partially affected as the RU probably only hit the leaves and didnt infect the soil. Even flooding the soil didnt help mine. Maybe just cut off the affected growth and wait and see.
