Before you put up wallpaper, I'd address the lighting in there. Get a nicer ceiling fixture, but also maybe add a few recessed LED lights so the colors will render better.

I'd move the cabinets up to the ceiling. It's a cleaner look and gives you more space above the machines. Not sure what that pole is, but it looks odd.

A light should be the last update and I’d skip wallpaper. Look for inspiration to determine what ”look” appeals to you and paint cupboards and walls. Accessorizing is key: vinyl rug, window treatment, black and white framed prints, a better configuration for drying, semi flush light and a basket to place cleaning items into.

It is a laundry room, hopefully you are not spending tons of time in this room. You could do a wallpaper or just paint the walls a brighter, happier color. I wouldn't do black and white with the flooring. If everything is crisp and clean except the flooring the flooring will always look dirty. Right now it looks really pink with the yellow green undertones on the walls.

Agree with others - get rid of the pole and find a better solution for hanging things to dry. The light fixture isn't great, but again, it is a laundry room. Replace the light bulbs with 5000 k daylight lightbulbs - bright, clean light that will help you see what stains need to be treated and will make the room much brighter.

Change the lighting before deciding on paint color or wallpaper.

Pick a color that you love - might as well enjoy the time you spend in this room.

(Cabinets probably look yellow because of the light - so some colors I looked at might be good with white light - like them next to the door - not the cabinets.)

LEDs 5000K are too blue just use 4000K they mimic daylight IMO none of the fixtures posted above are something I would use in a klaundry room where really good lighting is essential to make sure laundry stains are dealt with. Something like this in a white light choice

It is funny how different people like different lighting. They did a study and found that people in the south are more likely to like 5000 k while people in the northern US and Canada find it too harsh and prefer 3500k or 4000k.

All personal preference. Measurement of daylight at noon is actually 6500k, which is only used in operating rooms, medical labs and some ideation conference rooms.

I would leave the cabinets as is; no paint; no moving up the wall. Would swap the knobs for pulls.

Blue green/ green blue paint would look great with the terra cotta colored floor. Some fluffy semi sheer white curtains over the window. Colorful, fun floor mat. Art print on the wall.

The current beige colored paint is DOA. Just changing that will make a big difference.

Wallpaper would liven up the room. Try a dramatic print.

There are many pull down laundry drying racks. Moving the closet rod up and over the top of the cabinets may work for you, too.
