Since bedrooms require egress you will be stuck putting the bedroom on the end of the room with the windows and door which will be awkward if you use that door to the outside with any frequency. What size bed did you want to have? I would put the bathroom right at the bottom of the stairs. Maybe you could have the bedroom at the other end if you didn't frame the wall for a door. If it is open to the other room would you be able to count the windows as egress for it? Another commenter with more knowledge of codes may weigh in on this. Let us know if a somewhat open bedroom would work for you. I don't know whether this is going to be a bedroom that will be occupied all the time, or an occasionally used guest room. Do you need a closet?

i was thinking if putting the bedroom by the windows, but not including the door. maybe make that area like a hallway of some sort. and maybe put the bathroom on thr left side of the stairs (if one faces the stairs). this is the best setup that i can think of. i just wanted to see if anybody else has a better idea.

i want to have the bedroom as a guest bedroom initially and eventualy my ternager can move there. i would like for it to have a closed and to fit a queen bed.

You need egress so there is no better idea, where the windows are is the ideal place for it.

One option is to install a Murphy bed on the far wall where you have that unit. And just leave the room open to let the light in.
