Where is this neighborhood located?

North Carolina.

Normally when construction or construction materials are made in a factory (controlled environment) the quality is more consistent. I have not heard of masonry made on site for a very long time. Bricks, as far as I know, are fired in a kiln of some sort, while a concrete block only needs to cure in a form. That is my 2¢.

I have never heard of this not even in Europe where so many things are done on site this is not one of them. But I would need to see exactly what is being done at the house you are mentioning

As Mark mentioned. Bricks are definitely fired in a kiln, I have no idea how they could be made onsite unless this is some sort of Pueblo Hut.

Are you sure it's not the mortar that's being mixed onsite?

Thanks for everyones feedback, i thought they were making bricks, but maybe im wrong!! ;) Hope to go by eiyher today or tomorrow and double check!

The man who built our house (in 1940) told us that the clay for the bricks was trucked in from a local Knob (high spot), and the bricks were made just over the hill from the house (which was still in a rural area). The first batch burned so he used them for the walls of the underground basement. The mortar throughout the whole house was black. All kind of unusual, anymore.
