Basement floor re-do

The basement room in my house is about 14x10 not including staircase. I'm going to turn it into a (wo)man cave. It is heated. Two walls are painted(?) concrete blocks. One is facing the attached garage and one is facing the crawl space under the house. Another is sheet rock, boards separating it from the laundry/furnace/water heater room. The last has two large crank windows with DIY built in shelving on each side of the windows. This wall is the exterior brick wall. But has sheet rock over brick. ?s If the white "paint" on blocks is actually water proofing( and how can i tell)can I repaint over it? Or just paint over the blocks? A few holes left by nails in blocks what is best to fill them? The concrete floor has been painted at some point and has peeled etc. Can I repaint it? I have seen people use craft paper torn to look like stone and poly-ed. An idea rather than paint? Carpet is out of the question as the sump pump has flooded that room more than once. (Operator error not the unit) So. Ideas? Thoughts? suggestions? TYIA
