Balancing radiators

I live in a 2 storey house with a basement garage underneath in which a gas condensing boiler resides. That boiler supplies hot water to both the radiators and a tank which is on the top floor. I am looking to balance the radiators to ensure i get the best heating efficiency and have seen advice on this. Is it likely that one storey of the house gets heated water before the other, or that both stories are supplied at the same time (and then a sequence of radiators on that storey)?

I ask as i see the advice that one has to identify the order in which radiators heat up, but it's tricky for me to be on 2 stories at once.


PS: I don't have 2 "zones".
