Short bare stubs located near the root crown cannot be expected to produce an adequate refurnishing anytime soon, if ever. Also, if your junipers are becoming blighted that can be expected to continue happening to additional branches - try searching the phrase "juniper blight" to see what is involved.

Sorry, not a great picture, but that's the area I cut away. It has its winter coloring, so looks more sickly than it is. I thought it was juniper blight since that seems to be the only thing that hurts junipers, but the whole branch died, not just the tips. I have 4 other andorra junipers next to this one that seem to be fine. Thanks!

There is more than one kind of juniper blight out there. As well as other occurrences that cause damage - try your local USDA Coopertive Extension Service office to see if they can tell you what, specifically you have going on.
