If the top growth is dead, cut it off. Then, wait and see.

I wouldn't cut anything off yet if you expect any more cold weather. Not because it will leaf out but because old stems help protect the crowns of the plants.

I'm thinking like you are floral. But I do only have about three or four weeks left. And we had an early warm up. So no earlier than April 15th, but possibly by May 1st I'll give up. Somewhere in there.
