Floating floors are after cabinets. Waterfalls are NEVER. Especially with laminate. The two things just do NOT mesh. At all.

My floors were installed after the cabinets but before the toekick molding board at the bottom of the base of the cabinet. The toekick covers the edge of the flooring so it looks as though the flooring runs under the cabinets. The flooring was installed before appliances.

I have to agree that laminate flooring and waterfall counters are not a good match. The reason you have been getting different opinions is that laminate flooring and island waterfall are not combined, so there's not much precedent on how to do it. IMO one of them has to go. Waterfall counters are a pain to install in other ways - very hard to get the counter pattern to flow down the waterfall without mismatch, hard to mitre the edges to look right, and you have to put the electrical outlets somewhere. Have you looked at those issues also?
