sprinkler heads not popping up

What is causing not enough pressure for the sprinkler heads to pop up. I have replaced the back flow and the other valves in the yard. The city came out to test the irrigation water meter and there were no problem with that. Water shot high and over to a neighboring yard! The back flow valve was removed to test the water pressure and it overflowed but not up to the roof as water dept predicted it would. There are no leaks in the pipes.suggestions?
