Underlayment for laminate flooring - IIC rating

Does anyone know if I can trust the IIC 73 rating advertised for this underlayment?

It seems really underpriced for underlayment, so I am suspicious of the IIC rating. The unit above my condo installed it (after my many noise complaints to condo management), but the noise issue has not gone away. I am trying to request a letter of certificate of testing or testing report for the IIC rating from the distributor who apparently is Biyork Flooring and I believe the product was manufactured in China.
