Toro instruction manuals are available on the internet.

Take it into a mower repair shop. Depending on how long since it was last used, it probably requires a complete cleaning/overhaul and blade sharpening.

Toro manual is your friend as A Mat suggested.

Look under the deck. Is it clean or look beat up? Is the blade nicked and bent?

When you pull the starter cord is there any gross noises.

If every thing looks good, I would drain the oil and fill as in the instructions, and try to start it. If it starts I would mow my yard.

I would later when convenient. take it in and have it serviced mainly to asked question about the mower about servicing the mower. (If they will not answer question, find some one else to do the service, there is no mystery to it.). I suspect it will cost about $100 depending on where you live. I change the oil, spark plug, and air filter annually in the spring. It is easy and can be done by you for about $30 parts plus a spark plug wrench and a $1. tool to gap the plugs.

Just me, it is not rocket science, you got it free, and if you mess it up you are out nothing. Work with caution, and you will have a mower that will last a long time.

Looks like you will need a set or rear drive wheels too as those are slick - or maybe its just the picture - I haven't seen wheel spin with personal Pace. Aluminum deck Toro 22" Recycler is a top mower and should serve you well if you're not afraid to spend a little on it when needed. Right off the bat, I would take it to the mower shop, let them go over it and prepare it for use. You should be able to use it with the discharge port closed - either with a spring-loaded door or with a 'mulch plug'. That system needs to be checked out, and as you said you will also need a grass catcher bag/frame which mounts over the discharge port with the mulch plug removed.

Most likely you will need a new blade but maybe the old one can still be sharpened. The drive belt in these is designed to constantly slip and usually lasts for many years. I have one I have been using since 2004 and another since 2008 without replacing a belt. You have the 'Personal Pace' drive. You simply grip the handle and start walking - the mower drives to not 'pull' you but to simply make the mower feel weightless - very sophisticated. Its adjustable in case it doesn't drive or maybe is too tight and hard to pull back.

You'll need an oil change, air filter and probably a spark plug. The transmission might need some oil/grease as well as the drive gears on the ends of the axles.

For normal grass cutting you want to set the wheel heights on '3' and plan on cutting grass when it looks like you will only be cutting about 1".

Mowers have trouble with carburetors, Ethanol fuels and old stale gas. The fuel system needs to be drained, and if it runs after that with fresh Premium fuel, you should then use a fuel stabilizer/cleaner in your gas can every time you get gas. I would use Startron or Sta-Bil 360. If you use one of these, you can go ahead and use the E-10 gas and it will be okay. I use Premium because a 2-gallon can lasts me a year and it loses a lot of volatiles sitting out in the hot shed.
