possible to convert a fixed window?

The windows in the picture to the left, do not open from the inside. So I get no breeze in my living room. The window with the green shutter does open. They appear to be almost exactly the same from the outside. But the interior does not have the crank to be able to allow the window to open. Is it possible to convert? The last picture is the interior photo

Is there a way to figure that out? We bought the house as the second owners.

Look for a name on the operating or locking hardware. Look at the glass, Andersen for one would have there name on the glass. Without that info impssible to tell you if possible or not. You may need to remove the inside stops to determine if the frame was machined for the operator, hinges and sash locks.
