New Build Fireplace help

Hello,


We have a two story build with a fireplace in front of an open stair case. I was looking for a smooth cement look from floor to second floor ceiling with a ventless, linear insert. We had discussed using a stucco to save money vs cement. Original quote was 12,500 for the whole thing. Now we get a new quote that says 12,500 just for the surround and another $6k for the insert. Does this seem reasonable? This builder keeps telling me all prices have gone up in the last year (took us forever to get approved by HOA) but then I see that windows have gone down and framing is about the same. Seems the only thing going up is his labor. Attached is an example except smooth (not seeing the block) and 4 sides as the stairs are behind it and open. Is my only money saving option to frame/sheetrock it and maybe wrap it in shiplap?
