Most people dont want the popcorn ceilings and they remove them. If you really dont like them, then, this is definitely the time to remove, when you are already doing other remodeling. Its a messy job. Also, some popcorn ceilings contain asbestos, and you will need to get them tested before removal.

IF the ceiling has been painted, Your contractor may be able to cover with thin wall board as we had done with our vaulted ceiling. Even though the ceiling had not been painted, sanding it down is very messy and hard. My husband sanded down all but the vaulted ceiling.

Being this is condo, do you know how the ceiling is constructed? Wood frame or concrete?

I agree, it’s very old looking.
In the past I have tried to scrape it and then do repairs and it’s usually a lot more work than it’s worth. I opted to go for just drywalling over it, you could probably use 1/2 inch drywall.
