motor for central air conditioner test with meter

The fan on unit outside for central air conditioner stopped turning the other day. So I tested motor with OHM meter and it tested good.

From Comm to fan =45 ohm

Comm to Hemp = 106 ohm

Fan to Hemp = 150 ohm.

So this passed the test.

The duel capacitor did not test well, so I replace capacitor and the fan now does turn but seems a bit slower then normal, hard to recall if it was faster beforebut I think it was.

Feels like cool air coming out of vents in house but after 2 hours only cooled house by half degree.

Can it still be the fan motor even though pass the meter test? Hoping someone who has more exoperience might be able to advise me.
