They look like nail pops. Is it newer construction?

If it’s only nail pops, then I can fix it by simple patching and painting? Anything else should be done to address the nail pops?

Remove the existing nail or screw completely, add two back, one on each side about 4” apart.

If you're not experienced, it's sometimes hard to remove the nail without damaging the ceiling a bit. I usually just use a nail set to pound the head even deeper and then put in a drywall screw about an inch on either side. After that, a little bit of joint compound and some touch up paint and you're done.
