Can you post pics of your windows? Do you know the brand? Looking at this do you have to lower the upper window a bit, too? If you can't make it work, I wonder if a previous owner goofed something up in reinstalling them?

Olychick-Thanks for the link I watched it and some others, but in all of these, the person can at least lift the window a couple inches before folding it towards them online it would catch the plastic ledge that’s on the windowsill. I’ll add a picture I cannot see the manufacturer anywhere on the window or screens.

I was going to suggest that it’s still locked but I see the upper sash lowered… at this point you will need to go outside and forcibly raise it with a putty knife. Maybe it’s just stick, or some painter helpfully caulked it shut. Force is the only next option.

Could be broken balance springs being they are vinyl. You may never get that to move without replacement of the balances.

Thank you I was thinking I’m gonna need to get a ladder and go outside and see if I can get a knife in it from the back side where there’s a little bit more room without cracking the plastic sill lip. I think it could be the shoe is pivoted the wrong way but I don’t know how to get at it.

I will try replacing the balance springs if I can get the darn thing out.
